It takes a little time to work up to that, but it definitely gets there. The wormhole and the Defiant do a lot of heavy lifting in terms of bringing plot elements to DS9 and help it break it out of the humdrum promenade drama.
I think both TNG and DS9 get good in season three when Ron Moore comes online.
