Are the Tories considering an October election, because new students would have been unable to register in their new constituencies (due to relocating for university)?
Given the likelihood that this generation would not vote for them, it may be a move (like the skewed voter ID policy) to disenfranchise young opponents.
On one hand it seems like a conspiracy theory, but on the other I'd put nothing beyond a desperate Tory party right now.
