Cellophane is crinkley sounding when you mess with it. Plastic isn't. It is used extensively in food packaging, as I understand it because it has nothing in it that's bad for you. The base "color" is always clear, although something may be printed on it. It doesn't seem to stretch like plastic does. I've never seen it as other than a thin film, so any stiffening in the tea bags is unlikely to be cellophane. Heard it can be recycled, but recyclers don't.
