David, it has been my theory all along, and the only one that explains it, is that this all starts with Biden. Biden is a milquetoast, loves everyone and give them a tissue when they sneeze. He never wanted blood on his watch. I'm sure Garland expressed that during his interview and the stage was set.
Why would that be folly? Biden is a lawyer. He has a whole staff of them. When it was obvious what Garland was doing, why didn't he make a correction. My theory explains everything!
