If you consult the project 2025 site, NOAA is under "Commerce" section. (Secretary of Commerce). It is mostly about ensuring they don't produce any climate change evidence by splitting it and appointing politicial people to contrtol flow of information and ensuring no budget goes to studying climate change. Similar stuff i the EPA on some other secretariat (forget which one has EPA).
Transportation is all about removing fuel efficiency standards and focusing on cars, not transit.
