Note that while Kinmei is the first emperor we can historically verify, he's not the first emperor of Japan (who remains unknown unless you believe Jimmu to be real), and certainly not the first that we know existed. It's likely Sujin and Keitai existed, but we know almost nothing about them outside of mythology, so they're regarded as semi-legendary
