So light small cars are taxed much less, but big armoured cars cost a fortune to tax. The same formula would be applied to parking charges. Road ready unladen +full fuel Wt*length*width* fixed charge. Applies to all powered vehicles. E-bikes, M/C, Cars, Vans, Lorries etc.
