In the case of Lahaina, because there were missing people, they had to go through every home and ruins to look for remains if present in a blocks before handing that block over to decontamination people who removed dangerous chemicals/ash before handing it to social services who would then contact owner etc etc etc. In providing the logical reasons for why it takes time, it is easier to accept the delay, as opposed to government using "not yet ready" default answer.
