I think, though, part of it is they've made the bedside less appealing than management. Seriously. My first ever performance review in my first ever real nurse job in a real hospital, my manager asked me what my long term career goals were because "you don't want to be a bedside nurse when you're 40". So, we have all this talent and ability going into management instead of patient care.
Another thing is, we haven't been educating doctors, nurses, and allied health at a replacement rate for decades.
Finally, there's a societal shift in tolerance. Healthcare working conditions have, traditionally, been abysmal. Younger people don't put up with that shit.
