There's a reason for this.
Government employs first responders and disaster management.
Karen with a shovel is more liability that good, especially when government does not ask for civilian involvement.
The problem is mainly that civilians are untrained, will loot, will end up in danger and require rescue. Civilians can also kill others by sheer incompetence when a first responder could have saved them.
It's not about civilian help, it's about reducing casualty and dangers.
Rather, ask first, stay clear of first responders teams and help in other ways.
AND THIS GOES FOR ANY DISASTER.
I've witnessed some crazy shit as a volunteer firefighter, let alone civilians just getting in the way of critical life saving time and efforts.
