I'm not disagreeing with you, but Constitutionally speaking, shouldn't the President have authority over everything that happens in the executive branch unless something is occuring by law?
The problem Congress has is that it addicted its law-writing role to the rules-making bureaucrats. There's very little happing among the agencies that is covered by law.
