Anyone have a guess what this is supposed to be for, in a craft context? It feels like wool.

One of my sewing ladies was at her craft group where one of the ladies was free-to-a-good-home-ing a died/went into care lady’s stash. She picked it up in case anyone had a use for it, and I indeed do (but too niche for anyone to be producing it for that purpose, I’m pretty sure) so took half of it.
