I think the CIDR issue is in the routing…if you just need a block that has service already you fine, but most carriers will not route to a block smaller than /24 on IPv4…also usually hard to get an ASN setup for a block smaller than that. I have a few carriers that will give you small blocks at little or no charge, but anything I wanted to peer they wanted an ASN to at least a /24.
