I think this is going nowhere but in summary you want Libvirt to do something that is not meant to be part of its role.
It is a collection of services for configuring guest machines and guest networks (in conjunction with QEMU for device emulation and KVM for the hardware virtualisation properties of the CPU and chipset) but not for managing the physical host's own networking requirements nor for requesting them from other services.
