How to make the bitcoin development process resistant to state pressure. If large economies like the US start holding bitcoin, it’s not going to take long for them to realize they can use pressure to push the bitcoin software in directions they care about. Ideally we have multiple implementations running on the network at that point to make the network even more change resistant.
