Another thing you're missing: why should only links to public keys "just work"? Why not also links that are hashes of files?
Pkarr is just IPFS with reduced scope, and the reduction of scope is what makes it work (so far), it is not some revolutionary new development that forever changes the way we deal with addressing on the internet and that only happens to work with public keys.
