Because building in this way would lead to (A) a low throughput of current building materials and thus mean little cash flow for the giant material/chemical companies and (B) much longer build times and more labour hours and higher labour costs and (C) lower amount of square meters (per square meter of surface area) to rent out to get a ROI?
Maybe it'd still be worth it though.
