What makes you convinced about this?
Hard to know exactly what and how intense other people feel about other people, right? Sure, we humans have sensors for picking up clues about other people's feelings but you'd have to observe people with their proclaimed multiple romantic partners for a good while at a minimum to merely have some vague impression on a few individual persons, much less the whole of humanity.
Or should I understand what you're writing more like the following? "The average person can only feel romantic love with great passion and intensity for one other person at a time."
