I am not sure it's easier to implement BEP0005 than it is to implement outbox model. Maybe it is, maybe it isn't, maybe it depends.
I agree it can be simpler to rely the DHT because it is a self-contained thing that you can implement once and use afterwards as a library, while the outbox model has more points of contact with your code at multiple points (or maybe not, it depends).
