We should keep in mind that isn't just frost bunkers that will have this problem. Musig2 bunkers too (although the use case for these is more limited), but specially SGX bunkers (or whatever enclave-protected key signing magic) too, if someone decides to offer them.
And also: dealing with encryption becomes much more manageable if you don't have to send payloads to bunkers all the time, even if you're running your own bunker with encrypt/decrypt functionality. Amethyst already cannot work with bunkers today because of that (although I honestly have no idea of what it is encrypting/decrypting so much).
