Typically the ONlY way you can change a constitution is via voting, this was how Indigenious Australians achieved the Vote when a majorty voted to allow it.. Australia also had a vote in Australia to allow gay marriage becase the cinsevartive giver ent at the time was ahsibt doing thw right thing and devided to out it to the vote.
