I think it's mostly because some people need to feel there's a reason to act good i.e. helicopter parent.
And I don't mean all religions, if it was all religions we wouldn't have the issues with shitskins we do. Or a religion where it's fine for a 40 year old to marry an 8 year old or whatever.
Some people are destined to be followers however and need rules explicitly stating "hey maybe don't fucking rob and murder people?"
