Or, we have so-called "crisis pregancy centers", non-profit fake clinics run by anti-abortion groups that target pregnant women and then pass their information on to anti-abortion groups who try to convince them not to get abortions (and, in states where abortion is illegal, hint that the police might find out about it if they do). Should they be able to do that without notice or consent?

In any case I'm not sure it would help Misskey.io -- they runs ads so would probably qualify as a business.

IANAL but my understanding is that if you're only running first-party scripts and not doing data tracking, you don't have to get consent under GDPR. If you're running third-party scripts, then you're sharing the user's IP address with those third parties ... but you might still be able to make an legitimate interest argument (as an alternative to consent).
