I'm coming at this from the perspective that Musk is a figure-head. He's a great executive, but he's still just the "voice of the shareholders".
The writing on the wall is that the "shareholders" (owners of America) have a lot to lose if American doesn't pull its head out of its ass, quick.
Think of like MbS for instance, he doesn't want to see his US treasuries lose value, but he's TERRIFIED of the US collapsing into a civil war and abandoning the high seas to whoever can claim them.
Now think of the thousand most powerful people in the world, I'd venture to say 99% of them do are ready to do what it takes to make sure Treasuries Are Money, and US Navy Rules The High Seas do not change. Because these people became the thousand most powerful people in the world thanks to these conditions, and they'll be damned if they're going to roll the dice on some different world order.
