A public “follow” is essentially an endorsement of some kind. Like the foundation for web of trust, right?
On Iris, back in the day, a follow was like a defacto trust point.
Kinda makes sense that a private follow would be an option too. It might hurt feelings to be privately followed but not publicly though. maybe too complicated too
