Won't be popular. BTC that leaves the base layer blockchain for the proposed new one will be unable to trustlessly return to the blockchain. A soft fork would be required to enable this.
You then would have the issue of security and decentralisation for the new layer.
The base layer blockchain solves the trilemma by achieving the high decentralisation and security required to store $trillions.
