One thing i did not mention but complicates things, is that the system is lenient towards certain inconsistencies; it can't be rigid because otherwise it breaks to easily.
For example: lets say there is a known cheater Bob. Nobody interacts with Bob for this reason, doing so would 'taint' your match history; Bobs fraudulent score should not influence the ‘authentic’ records.
But what if Alice completely innocently was not aware that Bob is a cheater? She will interact with Bob, and now everyone is mad at Alice. They should not automatically shun Alice because of this: it is a system of incomplete information, there are no guarantees that anyone is aware of anything at any time. We can't just blow up the entire thing the moment we encounter the first problem
