I was working on something similar for a hackathon project (though we avoided using arbitrary inscriptions to claim names).

You need to add a DNS server to your network settings that tells your computer where to resolve the custom domain (in this case .sats).

There's nothing stopping you from claiming names yourself, however the question is how the DNS server (hosting the .sats domain) will determine the ownership.
