There's a good conspiracy theory about that (with some evidence). Those in control of the billion dollar campaign fund knew from polling she had no chance, so they just partied it up with the funds, giving it to their "consultant" friends and hiring celebrities because they all wanted to meet them. They knew it wouldn't work, they were spoiled brats with someone else's money.
