I think that's a pretty fair description.
PI supports Websub and Podping both because I think it's important to model good polling practices to the rest of the industry. Anything that helps people poll less is a win for everyone. Websub is just less dependable on that front (and a heavier lift) so I'm not really going to advocate for it very often.
