you want the behavior of a L2 to be controlled by smart contracts on L1. ideally a STARK verifier on L1 is helping to control what is allowed to happen on the L2. OP_CAT is probably the best tool for this job. then finally it can be possible for L2 scaling solutions to not have massive tradeoffs anymore. it would open up many options for different types of L2s. so you need to advocate for opcode softforks.
