But to actually communicate with anyone you need a relay to send the data between people. The way it's architected means that relay has to have a copy of every message in the network and so it's prohibitively expensive.

You could have a small network that doesn't connect to the main one, but once you connect to the rest of the world you need this giant relay/indexer.

Running a second big relay seems to be why they need millions of dollars, and even that only gets you the second one, not a network of millions of them.
