Does anyone have any good detailed resources on the range of impacts and effects that miners can have by manipulating block header timestamps, and the mitigating timestamp rules?

E.g. Do mining pools dictate timestamps somehow in the template or is it up to the hasher? If it is up to the hasher, does the pool enforce the timestamp rules during scoring to make sure the compensated hash is valid?
