Nearly the entire spectrum of political thought includes the implicit assumption that the State is the institution best suited for the production, interpretation, and enforcement of law and order. In fact, the variance in most political discourse is confined to which laws the State ought to produce and how they should be interpreted and enforced. The questions often left unasked, though begged by traditional political thought: "Is the State the institution best suited for these tasks? If not, what is the superior alternative?"
