The N64 was a mess, and the hardware was indeed pretty weak. Nintendo released an expansion pack that you slotted on the controller and doubled the RAM it had, which kinda allowed for better graphics and textures.
You can see, for instance, the difference between the graphics of Mario 64 and Donkey Kong 64, which was the title that released with the exp pack.
But still, the cartridges had too little room to actually have nice textures in it, and when compared to the PSX, the sound suffered a lot because of the compression needed, and you couldn't have those nice cutscenes, which were basically movies and used alternative lot of space.
And honestly, I think the lack of room for those cutscenes was the main reason companies that made JRPGs and were longtime Nintendo partners to ditch the N64 and develop for the PSX, because goddammit they loved those fucking cutscenes and put them every-fucking-where.
