I hate choosing hashtags, I feel like # bee and # bees should always be considered merged by default. Mastodon's tag count in the autocomplete is really helpful but it's not a problem I've seen a Social Media site solve.
E621 does well with tags but only over very long periods, with heavy moderation and thousands of people who can/do edit tags per-post, not just one. And even then...not perfect
