Solo Pools and public pools are the same, the only difference is that public pools share rewards equally among its miners (think lottery syndicate).
Solo mining pools are simply solo miners that can only solo mine via a pool identifier. But they are solo mining.
The hash rate of a solo mining pool doesn't matter, as your chances of winning a block are entirely down to your own hash rate and luck.
The hash rate of a public pool is more significant and should be sufficient that the pool regularly wins blocks so that it has income to distribute among its members.
