If I was making point (which I'm not really sure I was) it was that just four that had voted against, which I thought was poorly described as a split, so I presented the graphic to offer context and detail.
I suppose, what triggered my response was calling it a split. On reflection I guess that may reflect reality, not so much because of the 8-4 vote, but France and Germany voted differently. ¯\_(ツ)_/¯
