The dog has severe matting and malnourishment. She may have been left in a pet taxi for an extended period of time to end up like that.
It is one of those things that makes me wonder how it happened less so than makes me violently angry. She's an older dog so clearly someone took care of her for most of her life. Did the owner pass away or something while she was in her crate?
