Stop docker via systemd (if it's running that way)
systemctl stop docker
Make sure it's being manaegd by systemd
systemctl enable docker --now
sustemctl enable docker.socket --now
Wonder if it's being started by docker.socket first time you invoke it rather than running as a systemd service properly.
