It's not federated in the sense of relays talking to other relays, but it is federated in the sense that any message can be replicated to any relay (assuming signatures are valid). I'm connected to the minds relay and can see all of the minds post (which is a firehose of crazy sometimes 😆). If you don't connect to their relay you wouldn't see it.
