This solution kept NAS going, but it wasn't enough.
The douchebags multiplied, and the burden on non-douchebags to constantly mute/block them reduced the value of the instance. The juice became increasingly not worth the squeeze.
Besides, a community that depends on blocklists isn't much of a community.
Strange how putting the burden of blocking douchebags on individuals is the perfect solution, but a moderator blocking douchebags is an unacceptable tyranny.
