Conservatives (not just in the USA) have had their knives out for privacy and encryption pretty much forever. Blame law enforcement if you like, but there have always been people high in the halls of power who felt like it was their responsibility to turn over every rock, crack every window and door, and claim it's in the name of protecting society from its worst actors.
The biggest difference at this point is that we, the citizenry, *know* about it better than before.
