During an interview with Fox News, Mike Waltz, a security adviser to Trump, confirmed the general framework of negotiations aimed at ending the war in Ukraine. For now, they do not differ significantly from what was previously known through past statements, namely:
Ukraine remains out of NATO in the short to medium term.
European peacekeeping forces enter Ukraine to prevent a future Russian attack (a sensitive issue, with Putin stating he will not accept this).
American companies enter Ukraine to exploit the country’s mineral reserves under the mineral agreement (according to Trump, the mere presence of American companies is enough to guarantee the country’s security).
Regions such as Donbas and Crimea would come under Russian control. However, many details remain to be discussed, including the fate of Zaporizhzhia and Kherson, which, despite never having separatist movements, were invaded and annexed by Putin.
Waltz’s statement indicates that negotiations to end the war will take a long time, with many sensitive issues still on the table.
On one side, Putin wants to keep everything he has invaded and occupied and does not want a Ukraine capable of defending itself in the future.
On the other side, Zelensky wants to reclaim all currently occupied territories and join NATO.
Neither side will get everything they want—at least not at the negotiating table—so the key question now is what concessions each side is willing to make to reach a final peace agreement.
