Lots of youth (who tend to be more progressive/left-wing) from rural areas move to the city to go to college or university. Also, cities have more PoC in them, so it's no surprise that the PoC at least aren't voting PVV.

i.e. I'm thinking it's more of an age+race thing, rather than a rural vs. city thing. could be wrong though!
