This is dumb AF... Does anyone think this is "good management practice"?

Sure that sounds like a great idea if you're in a 20-person startup, but a $trillion bureaucracy? Who's going to be receiving these emails? The 19-year old "Elon Babies"? Who are then going to evaluate these 10^5 messages... how, exactly? What criteria could possibly be used in common with (say) the guy who cleans out drains at a Federal damn in Montana with, someone at the FDA who evaluates medical licenses?
