sure… but lobbing artillery at military bases when they are all racked out is the same sort of thing. They might not be fighting right then, but they are combatants nonetheless.

While I think this is a despicable and dirty trick, it is probably a preferred methodology over rubbilizing homes, hospitals, schools and civilian infrastructure.
