International law between ALL countries was always a pipe dream. It only works when there is a single global hegemon who supports it and enforces it. That is no longer. Besides, I fear such a thing going bad, and certainly it would. Then we would be in the world where the boot is on our neck forever.
Multinational law, however, will continue. New Zealand signed the Rome statute, and we will arrest Netanyahu if he comes here. We deny visas to IDF war criminals, and as fate would have it many of these IDF soldiers have posted the evidence against them on social media. They are proud of their war crimes. Makes it easy for us. BTW most Hamas members couldn't get visas here either.
The world is anarchic, and there are power struggles between the dominant players like the US, China and Russia.
Dominant players can get away with anything they want to get away with. But there are consequences for doing so. Right now it is very hard for any country who is not a close ally of the US to make any international agreement with the US, because the US is not trustworthy. They unilaterally withdraw from agreements and every four years with a new administration and congress it is a crapshoot as to whether your agreement will continue to hold. Trump is far and away the biggest disruptor, he has ruined the US reputation worldwide far more than other presidents, because he sees what is wrong in the agreements, but he doesn't see the high cost of changing them.
So the US can now only work with their own close allies, and with everybody else militarily. This is I think the main driver of BRICS. If the US could have agreements with Brazil or India, I don't think those countries would have lined up for BRICS. But these countries have learned that the US is fickle and cannot be trusted.
