Any advice for talking to HR about moving departments/roles without throwing my manager under the bus?

I respect her, but she has no back bone to stand up to other teams we work with when they have outrageous demands, won't restructure the team even after I made a proposal to do it which spelled it out and the 3 most senior people on the team told her it was the right way forward (3 teams of 6 VS 1 team of 18), and she he's been on intermittent sick leave adding up to 1/3rd of the year (not exaggerating) which inhibits the implementation of solutions I've built to streamline processes.
