Swarms of consumer-grade drones won't be helpful unless they do what we expect them to - and they will almost certainly exhibit unpredictable emergent behavior, even with state-of-the-art testing.
E.g. "Oh no, clouds!" and they all start running into each other or randomly changing altitude.
